Raporda, y\u00fcr\u00fct\u00fclen ara\u015ft\u0131rma ve inceleme \u00e7al\u0131\u015fmalar\u0131 kapsam\u0131nda ula\u015f\u0131lan sonu\u00e7lara ili\u015fkin saptama ve \u00f6nerilere yer verildi. DDK, kalk\u0131nma ajanslar\u0131na ili\u015fkin saptamalar dile getirilirken b\u00f6lgesel geli\u015fme a\u00e7\u0131s\u0131ndan kalk\u0131nma ajanslar\u0131 i\u00e7in temel sorun alanlar\u0131 \u015f\u00f6yle s\u0131raland\u0131:\r<br>\r<br><i>&#8211; Mali destek fonksiyonunun ajanslar\u0131n hakim karakteri haline gelmesi \u015feklinde fonksiyonlardaki odak kaymas\u0131, \r<br>\r<br>&#8211; B\u00f6lge planlamas\u0131n\u0131n ve b\u00f6lge planlamas\u0131 i\u00e7in gerekli olan veri imk\u00e2n ve kapasitesinin arzulanan seviyenin alt\u0131nda kalmas\u0131, \r<br>\r<br>&#8211; Organlar\u0131n\u0131n ama\u00e7lanan i\u015flevleri yerine getirememesi, \r<br>\r<br>&#8211; Personel rejiminde 5449 say\u0131l\u0131 Kalk\u0131nma Ajanslar\u0131n\u0131n Kurulu\u015fu, Koordinasyonu ve G\u00f6revleri Hakk\u0131nda Kanun&#8217;da \u00f6ng\u00f6r\u00fclen temel felsefeden uzakla\u015f\u0131lmas\u0131, \r<br>\r<br>&#8211; Pek \u00e7ok i\u015flemde Kalk\u0131nma Bakanl\u0131\u011f\u0131n\u0131n \u00f6nemli derecede belirleyici olmas\u0131 nedeniyle, kalk\u0131nma ajanslar\u0131n\u0131n kurulu\u015fundaki temel ama\u00e7 ve felsefeden uzakla\u015farak klasik kamu kurumuna d\u00f6n\u00fc\u015fme yak\u0131n tehdidi ile kar\u015f\u0131 kar\u015f\u0131ya bulunmas\u0131.\r<br>\r<br>Devlet Denetleme Kurulu raporunda, bu de\u011ferlendirmeler \u00e7er\u00e7evesinde \u015fu \u00f6neriler dile getirildi:\r<br>\r<br>\u0093- Her b\u00f6lgenin kendine \u00f6zg\u00fc sorunlar\u0131, potansiyeli, geli\u015fme \u00f6ncelikleri bulundu\u011fu, farkl\u0131 sosyo-ekonomik \u00f6zellikler sergiledi\u011fi hususlar\u0131 dikkate al\u0131narak ve 5449 say\u0131l\u0131 Kanun&#8217;un Bakanlar Kuruluna verdi\u011fi yetkiler kullan\u0131larak kalk\u0131nma ajanslar\u0131n\u0131n te\u015fkilat yap\u0131lar\u0131n\u0131n, birimlerinin, b\u00fcy\u00fckl\u00fcklerinin ve di\u011fer yap\u0131sal \u00f6zelliklerinin b\u00f6lgeler itibariyle farkl\u0131la\u015ft\u0131r\u0131lmas\u0131na y\u00f6nelik \u00e7al\u0131\u015fmalar yap\u0131lmas\u0131, \r<br>\r<br>&#8211; Kalk\u0131nma ajanslar\u0131n\u0131n faaliyet b\u00f6lgelerinin co\u011frafi s\u0131n\u0131r\u0131n\u0131 olu\u015fturan D\u00fczey 2 b\u00f6lgelerinin, olu\u015fturulmas\u0131ndan itibaren ge\u00e7en 12 y\u0131ll\u0131k s\u00fcre\u00e7 zarf\u0131nda n\u00fcfus, ekonomik yap\u0131, ula\u015f\u0131m altyap\u0131s\u0131 gibi pek \u00e7ok alandaki de\u011fi\u015fmeler dikkate al\u0131narak, b\u00f6lgesel geli\u015fme politikalar\u0131n\u0131n uygulanmas\u0131 ve b\u00f6lge planlamas\u0131 a\u00e7\u0131s\u0131ndan fonksiyonel b\u00f6lge niteli\u011fine sahip olacak \u015fekilde g\u00f6zden ge\u00e7irilmesi, \r<br>\r<br>&#8211; Kurulu\u015funda kamu kesimi, \u00f6zel kesim ve sivil toplum kurulu\u015flar\u0131 aras\u0131ndaki i\u015fbirli\u011fini geli\u015ftirmek ve b\u00f6lgedeki taraflar\u0131n karar alma ve uygulama s\u00fcre\u00e7lerine kat\u0131l\u0131m\u0131n\u0131 sa\u011flamak misyonu temel al\u0131nmas\u0131na kar\u015f\u0131n, uygulamada mali destek sa\u011flama fonksiyonunun kalk\u0131nma ajanslar\u0131n\u0131n h\u00e2kim karakteri haline gelmesi \u015feklindeki odak kaymas\u0131n\u0131n ciddi bir \u015fekilde analize tabi tutularak, ajanslar\u0131n temel ama\u00e7lar\u0131na a\u011f\u0131rl\u0131k vermesini sa\u011flayacak mekanizmalar\u0131n hayata ge\u00e7irilmesi, \r<br>\r<br>&#8211; B\u00f6lgesel geli\u015fme politikalar\u0131n\u0131n ve stratejilerinin olu\u015fturulmas\u0131, uygulamaya konulmas\u0131 ve izlenmesi a\u00e7\u0131s\u0131ndan temel te\u015fkil eden b\u00f6lge planlamas\u0131 konusundaki mevzuat a\u00e7\u0131\u011f\u0131 ve belirsizliklerin, yeterli, nitelikli, g\u00fcncel veri temin edilmesinde ya\u015fanan s\u0131k\u0131nt\u0131lar\u0131n ve planlama konusundaki tecr\u00fcbe eksikli\u011fi ve yeterli insan kayna\u011f\u0131 ihtiyac\u0131n\u0131n giderilmesine y\u00f6nelik somut ad\u0131mlar at\u0131lmas\u0131, \r<br>\r<br>&#8211; Kalk\u0131nma ajanslar\u0131n\u0131n ba\u015fta kalk\u0131nma kurullar\u0131 olmak \u00fczere organlar\u0131n\u0131n i\u015flevselli\u011fi sorunu, ajanslar\u0131n en g\u00fc\u00e7l\u00fc yan\u0131 olan personel kalitesinin s\u00fcrd\u00fcr\u00fclebilirli\u011finin ciddi tehdit alt\u0131nda olmas\u0131 ve yukar\u0131da zikredilen fonksiyonlardaki odak kaymas\u0131 gibi hususlar birlikte de\u011ferlendirildi\u011finde; kalk\u0131nma ajanslar\u0131 uygulamas\u0131n\u0131n kurulu\u015f kanununda \u00f6ng\u00f6r\u00fclen ama\u00e7 ve felsefesi ile olan uyumunun gittik\u00e7e azalmas\u0131 sonucunda nev&#8217;i \u015fahs\u0131na m\u00fcnhas\u0131r yap\u0131lar olarak kurgulanan ajanslar\u0131n mali destekler ve b\u00f6lge planlamas\u0131 konusunda merkezin ta\u015fradaki arac\u0131 kurumu \u015feklinde alg\u0131lanan, klasik kamu kurumuna d\u00f6n\u00fc\u015fme yak\u0131n tehdidine y\u00f6nelik gerekli \u00f6nlemlerin al\u0131nmas\u0131 konular\u0131n\u0131n kalk\u0131nma ajanslar\u0131n\u0131n etkin ve verimli \u00e7al\u0131\u015fmas\u0131 a\u00e7\u0131s\u0131ndan \u00f6ncelikli olarak de\u011ferlendirilmesi gereken alanlar oldu\u011fu d\u00fc\u015f\u00fcn\u00fclmektedir.\u0094<\/i>\r<br>\r<br>DDK raporunda yer alan saptama ve \u00f6nerilerin gere\u011finin Kalk\u0131nma Bakanl\u0131\u011f\u0131 taraf\u0131ndan yap\u0131lmas\u0131, di\u011fer bakanl\u0131k, kurum ve kurulu\u015flar\u0131 ilgilendiren hususlar\u0131n da izlenmesi \/ sonu\u00e7land\u0131r\u0131lmas\u0131 gerekti\u011fi belirtildi.
