Her \u00fclkede sorunun: etnik, \u0131rk\u00e7\u0131, inan\u00e7-din ayr\u0131l\u0131\u011f\u0131, \u00e7\u0131karlar gibi tek bir ya da birden \u00e7ok nedeni kapsayabildi\u011fini g\u00f6rd\u00fck. Bu nedenlerin daha \u00e7ok \u015fiddet olaylar\u0131n\u0131 ba\u015flatabilmek i\u00e7in \u00e7o\u011funlukla bir bahane olarak kullan\u0131ld\u0131\u011f\u0131n\u0131 anlad\u0131k. \n<br>\n<br>Zira Irak hari\u00e7 Avrupa \u00fclkelerinde g\u00f6r\u00fclen ayr\u0131l\u0131k\u00e7\u0131 \u015fiddet hareketlerinin istisnas\u0131z hepsinde her iki tarafta yer alan insanlar\u0131n b\u00fcy\u00fck bir \u00e7o\u011funlukla her seferinde \u015fiddet olaylar\u0131na toplu halde m\u00fcdahale ederek hay\u0131r dediklerini ve s\u00fcrecin politik ve demokratik y\u00f6ntemlerle s\u00fcrd\u00fcr\u00fclmesini istediklerini saptad\u0131k. Bu \u015fiddet s\u00fcrecini genelde fanatik, Ortodoks ya da dogmatik bir bak\u0131\u015f a\u00e7\u0131s\u0131na sahip \u0093ulus\u00e7u\u0094 ve benzeri \u015fekilde nitelendirilen taraflar\u0131n ba\u015flat\u0131p s\u00fcrd\u00fcrmeye \u00e7al\u0131\u015ft\u0131klar\u0131n\u0131 ancak hi\u00e7bir Avrupa \u00fclkesinde tam olarak ama\u00e7lar\u0131na ula\u015famad\u0131klar\u0131n\u0131 g\u00f6rd\u00fck. \n<br>\n<br>Zira bunlar\u0131n hi\u00e7bir esneklik ta\u015f\u0131mayan kat\u0131 bak\u0131\u015f a\u00e7\u0131lar\u0131 ve davran\u0131\u015f bi\u00e7imlerine \u00f6nce bizzat ayn\u0131 \u0131rk, etnik gruba ait olan ya da ayn\u0131 dil ve ayn\u0131 inanc\u0131 payla\u015fan insanlar\u0131n yani ba\u015flang\u0131\u00e7ta varsay\u0131msal bir \u015fekilde onlardan yana olduklar\u0131 s\u00f6ylenen insanlar\u0131n kar\u015f\u0131 \u00e7\u0131kt\u0131\u011f\u0131n\u0131 g\u00f6rd\u00fck. \u00d6rne\u011fin, ada halk\u0131n\u0131n \u00e7o\u011funlukla kal\u0131c\u0131 bir bar\u0131\u015f ve ulus\u00e7u bir tavr\u0131 benimsemi\u015f gibi g\u00f6r\u00fcnd\u00fc\u011f\u00fc Korsika\u0092da bile ayn\u0131 insanlar\u0131n b\u00fcy\u00fck bir \u00e7o\u011funlu\u011fu Fransa\u0092dan hi\u00e7bir \u015fekilde kopmaktan yana de\u011fildir. Ulus\u00e7u tavr\u0131 son d\u00f6nemde onaylayanlar\u0131n bu \u015fekilde davranmalar\u0131n\u0131n nedeniyse adadaki sorunlar\u0131n daha kolay ve k\u0131sa s\u00fcrede \u00e7\u00f6z\u00fcmlenebilece\u011fini d\u00fc\u015f\u00fcnmeleridir.\n<br>\n<br>Ba\u015fka bir deyi\u015fle \u015fiddet ya da ter\u00f6r hi\u00e7bir \u00fclkede sorunlar\u0131n \u00e7\u00f6z\u00fclmesini sa\u011flamad\u0131\u011f\u0131 gibi i\u015flerin daha da karma\u015f\u0131kla\u015fmas\u0131na yol a\u00e7maktan ba\u015fka bir \u015fey yapmam\u0131\u015ft\u0131r. (\u00d6rne\u011fin, \u0130srail-Filistin aras\u0131ndaki bizce kan davas\u0131na d\u00f6n\u00fc\u015fm\u00fc\u015f \u015fiddet olaylar\u0131 radikal bir bak\u0131\u015f a\u00e7\u0131s\u0131 de\u011fi\u015fikli\u011fi olmad\u0131\u011f\u0131 takdirde sonsuza dek s\u00fcrebilir).Yak\u0131n co\u011frafya olarak nitelendirdi\u011fimiz Irak\u0092ta demokratik yani taraflar\u0131n kolektif iradelerine ba\u011fl\u0131 bir \u00e7\u00f6z\u00fcmden s\u00f6z edebilmek m\u00fcmk\u00fcn olmay\u0131p, mevcut durum bu bak\u0131\u015f a\u00e7\u0131s\u0131n\u0131 do\u011frular niteliktedir. \n<br>\n<br>T\u00fcrkler, K\u00fcrtler ve t\u00fcm di\u011fer etnik gruplar\u0131n tarihte kayna\u015farak s\u0131ra d\u0131\u015f\u0131 bir kolektif manzara, bir sentez olu\u015fturduklar\u0131 T\u00fcrkiye gibi bir \u00fclkede \u0131rk\u00e7\u0131 ve ayr\u0131l\u0131k\u00e7\u0131 tavr\u0131n k\u00f6keninde ne vard\u0131r? 20. Y\u00fczy\u0131l ba\u015flar\u0131nda herkes Osmanl\u0131dan bir ulus devlet \u00e7\u0131kamayaca\u011f\u0131 konusunda hem fikirdir ancak y\u00fczy\u0131llar boyunca bir ulus devlete benzemeyen bu imparatorlu\u011fun hangi insani enerji ve anlay\u0131\u015f sayesinde ayakta durabildi\u011fini kimse a\u00e7\u0131k ve somut bir \u015fekilde a\u00e7\u0131klayamamaktad\u0131r. \u00d6te yandan Osmanl\u0131 d\u00fczeninin ulus devlet kavram\u0131na en uygun yap\u0131lanmalardan birine sahip oldu\u011fu bizzat yak\u0131n bir gelecekte y\u00fcz ya\u015f\u0131n\u0131 dolduracak olan cumhuriyet kan\u0131tlam\u0131\u015f durumdad\u0131r. \u00d6yleyse sorun nas\u0131l bir zemine oturtulabilir?\n<br>\n<br>\u00d6rne\u011fin, 19. Y\u00fczy\u0131l\u0092\u0131n son \u00e7eyre\u011finde Avrupa\u0092y\u0131 sar\u0131p sarmalayan ve zaman i\u00e7inde \u0131rk\u00e7\u0131 bir g\u00f6r\u00fcn\u00fcme b\u00fcr\u00fcnen milliyet\u00e7ilik Anadolu topraklar\u0131nda da tart\u0131\u015fmalara yol a\u00e7m\u0131\u015f ve ancak Cumhuriyetin kurulmas\u0131ndan sonra resmi bir nitelik kazanm\u0131\u015ft\u0131r. Enver Pa\u015fa ve G\u00fcne\u015f Dil Kuram\u0131 gibi \u00f6rnekler daha \u00e7ok romantik nitelikte olup Mustafa Kemal\u0092in b\u00f6yle bir dil kuram\u0131n\u0131 desteklemesi ancak de\u011fi\u015fik etnik gruplara mensup Anadolu insanlar\u0131n\u0131 bir araya getirme ya da kayna\u015ft\u0131rma ama\u00e7l\u0131 olabilir yoksa ayr\u0131\u015ft\u0131rma de\u011fil. Buna kar\u015f\u0131n onun \u00f6l\u00fcm\u00fcnden sonra s\u00fcrecin tam aksi y\u00f6nde ilerledi\u011fi yani \u0131rk\u00e7\u0131 bir nitelik kazand\u0131\u011f\u0131 s\u00f6ylenebilir. II. D\u00fcnya Sava\u015f\u0131 s\u0131ras\u0131nda Ankara\u0092ya gelen Von Papen\u0092in ard\u0131ndan T\u00fcrk\u00e7\u00fcl\u00fck ya da T\u00fcrk milliyet\u00e7ili\u011fi olarak nitelendirilebilecek ilk yasal ve resmi giri\u015fim 1960\u0092l\u0131 y\u0131llar\u0131n sonuna do\u011fru kom\u00fcnizmi engellemeye y\u00f6nelik oldu\u011fu s\u00f6ylenen \u0093\u00dclk\u00fc Ocaklar\u0131\u0094 gibi g\u00f6r\u00fcnmekle birlikte, olay\u0131n 1946-48 y\u0131llar\u0131 aras\u0131nda ba\u015flad\u0131\u011f\u0131n\u0131 ve Niyazi Berkes, Muzaffer \u015eerif, Behice Boran, Pertev Naili Boratav gibi isimlerin \u00fcniversiteden uzakla\u015ft\u0131r\u0131lmas\u0131yla h\u0131z kazand\u0131\u011f\u0131 s\u00f6ylenebilir. \n<br>\n<br>\u00d6nemli ve ilgin\u00e7 oldu\u011fu s\u00f6ylenebilecek bir ba\u015fka noktaysa T\u00fcrk\u00e7\u00fcl\u00fc\u011f\u00fcn ilk \u00f6nemli kuramc\u0131lar\u0131dan birinin K\u0131r\u0131ml\u0131 (Yusuf Ak\u00e7ura), birinin K\u00fcrt (Ziya G\u00f6kalp) ve birinin de Yahudi (Munis Tekinalp) as\u0131ll\u0131 olmas\u0131d\u0131r. Bu \u00fc\u00e7l\u00fc bu ba\u011flamda ba\u015fl\u0131 ba\u015f\u0131na bir inceleme konusudur. Ancak s\u00fcrecin zaman i\u00e7inde solcu ve halklar\u0131n birlikteli\u011fi gibi bir g\u00f6r\u00fc\u015f\u00fc payla\u015fan K\u00fcrt k\u00f6kenli gen\u00e7ler ve yurtta\u015flar\u0131 etkileyerek \u0131rk\u00e7\u0131 bir T\u00fcrk\u00e7\u00fcl\u00fck kar\u015f\u0131t\u0131 \u0131rk\u00e7\u0131 K\u00fcrt\u00e7\u00fc harekete d\u00f6n\u00fc\u015ft\u00fc\u011f\u00fc g\u00f6r\u00fclmektedir. \n<br>\n<br>Bu s\u00fcre\u00e7te \u00f6n plana \u00e7\u0131kan en \u00f6nemli \u015fey Cumhuriyetin G\u00fcney Do\u011fudaki a\u011fal\u0131k d\u00fczeninin ortadan kald\u0131r\u0131larak demokrasi, insan haklar\u0131, ekonomik geli\u015fme, e\u011fitim d\u00fczeyinin y\u00fckseltilmesi, vb sorunlar \u00fcst\u00fcne e\u011filmesini sa\u011flamak yerine K\u00fcrt\u00e7e ve K\u00fcrt k\u00f6kenli yurtta\u015flar\u0131n haklar\u0131ndan s\u00f6z edilmeye ba\u015flanarak, as\u0131l sorunlar\u0131n ikinci plana at\u0131lmas\u0131 ve kanl\u0131 bir m\u00fccadelenin kar\u015f\u0131l\u0131kl\u0131 yanl\u0131\u015f ad\u0131mlar at\u0131larak ba\u015flat\u0131lmas\u0131 ve uzun y\u0131llar boyunca s\u00fcrd\u00fcr\u00fclmesidir. Dil olarak bug\u00fcn tek bir K\u00fcrt\u00e7e\u0092den s\u00f6z edememekle birlikte T\u00fcrkiye\u0092de ka\u011f\u0131t \u00fczerinde K\u00fcrt\u00e7e&#8217;nin yasaklanmas\u0131 Cumhuriyet tarihi boyunca milyonlarca T\u00fcrk ya da ba\u015fka k\u00f6kenli yurtta\u015f aras\u0131nda insanlar\u0131n kendi anadillerini \u00f6\u011frenmeleri ve konu\u015fmalar\u0131 konusunda sessiz bir consensus olu\u015fturmas\u0131na yol a\u00e7m\u0131\u015f ve \u00e7ok b\u00fcy\u00fck bir \u00e7o\u011funluk anadil konusunda K\u00fcrt k\u00f6kenli yurtta\u015flara sessiz bir destek vermi\u015ftir. \n<br>\n<br>Zira ger\u00e7ek bir yasaklama olsayd\u0131 bug\u00fcn o b\u00f6lge insanlar\u0131ndan hi\u00e7 birinin K\u00fcrt\u00e7e konu\u015fmuyor olmas\u0131 gerekirdi. Bu yasaklamay\u0131 bir anlamda bug\u00fcn\u00fcn trafik ya da sigara yasa\u011f\u0131na benzetebilmek m\u00fcmk\u00fcn. Ka\u011f\u0131t \u00fczerinde bir yasak var, ancak uygulama konusunda herhangi bir \u0091denetim\u0092 (belki belli b\u00f6lgeler d\u0131\u015f\u0131nda) ya yok ya da yok denilecek kadar az.\n<br>\n<br>G\u00fcn\u00fcm\u00fczde G\u00fcneydo\u011fu\u0092daki insanlar\u0131n konuyla ilgili olarak ger\u00e7ekten ne d\u00fc\u015f\u00fcnd\u00fcklerini ne istediklerini bilebilmek, s\u00f6yleyebilmek kolay de\u011fil, \u00e7\u00fcnk\u00fc ne b\u00f6lge insan\u0131 ne de daha genelinde \u00fclke insan\u0131 ger\u00e7ek anlamda \u00f6zg\u00fcr, demokratik bir kafa yap\u0131s\u0131na sahip de\u011fil. \u0130nsanlara belli g\u00f6r\u00fc\u015flere sahip olma konusunda her iki taraftan da ya bask\u0131 yap\u0131labiliyor ya da \u00e7e\u015fitli \u015fekillerde tehdit edilebiliyorlar. Dolay\u0131s\u0131yla G\u00fcneydo\u011fu\u0092da ya\u015fayan insanlar\u0131n \u00f6nemli bir b\u00f6l\u00fcm\u00fc bir \u00e7\u00f6z\u00fcm \u00f6nerisi \u00fcretmekten \u00e7ok dayat\u0131lanlar aras\u0131nda s\u0131k\u0131\u015f\u0131p kalabilir. Bunun da ger\u00e7ek bir \u00e7\u00f6z\u00fcm olamayaca\u011f\u0131 ortada.
