{"id":27558,"date":"2018-03-09T00:00:00","date_gmt":"2018-03-09T00:00:00","guid":{"rendered":"http:\/\/kentyasam.com.tr\/wp\/?p=27558"},"modified":"2018-03-09T00:00:00","modified_gmt":"2018-03-09T00:00:00","slug":"tmmob-arti-para-uygulamasindaki-aksakliklari-acikladi","status":"publish","type":"post","link":"https:\/\/kentyasam.com.tr\/wp\/2018\/03\/09\/tmmob-arti-para-uygulamasindaki-aksakliklari-acikladi\/","title":{"rendered":"TMMOB art\u0131 para uygulamas\u0131ndaki aksakl\u0131klar\u0131 a\u00e7\u0131klad\u0131"},"content":{"rendered":"\u0130zmir B\u00fcy\u00fck\u015fehir Belediye Meclisi\u2019nin karar\u0131yla 15 \u015eubat 2018 tarihinde \u0130ZBAN\u2019da uygulanmaya ba\u015flanan \u201cart\u0131 para\u201d uygulamas\u0131n\u0131n getirdi\u011fi sorunlara ili\u015fkin, TMMOB \u0130zmir \u0130l Koordinasyon Kurulu yaz\u0131l\u0131 bir a\u00e7\u0131klama yapt\u0131. \r<br>\r<br>\u00dc\u00e7 haftal\u0131k uygulamada g\u00f6ze \u00e7arpan \u00e7ok say\u0131da aksakl\u0131k oldu\u011fu dile getirilen \u201cArt\u0131 para= Art\u0131 \u00e7ile\u201d ba\u015fl\u0131kl\u0131 a\u00e7\u0131klama \u015f\u00f6yle: \r<br>\r<br><i>\u201c\u0130zmir B\u00fcy\u00fck\u015fehir Belediye Meclisi\u2019nin karar\u0131yla 15 \u015eubat 2018 tarihinde \u0130ZBAN\u2019da hayata ge\u00e7irilen \u201cart\u0131 para\u201d uygulamas\u0131n\u0131n getirdi\u011fi sorunlar b\u00fcy\u00fcyerek devam ediyor. \u00dc\u00e7 haftal\u0131k uygulamada g\u00f6ze \u00e7arpan bir\u00e7ok aksakl\u0131k mevcuttur.\r<br>\r<br>Art\u0131 para uygulamas\u0131nda, bindi\u011finiz duraktan gidebilece\u011finiz en uzak mesafeye g\u00f6re \u00f6demenin tamam\u0131 pe\u015fin al\u0131nmakta, fazladan al\u0131nan tutar\u0131n iadesi i\u00e7in istasyon \u00e7\u0131k\u0131\u015flar\u0131na yerle\u015ftirilen iade validat\u00f6rleri \u00f6n\u00fcnde uzun kuyruklar olu\u015fmaktad\u0131r. Sistem 25 kilometrelik mesafeden sonra ge\u00e7erli olsa da b\u00fct\u00fcn hat boyunca ayr\u0131ms\u0131z uygulanmakta, ula\u015fmak istedi\u011fi mesafe art\u0131 para gerektirmeyen b\u00fcy\u00fck \u00e7o\u011funluk gereksiz yere \u00e7ile \u00e7ekmekte, s\u0131k s\u0131k ma\u011fdur olmaktad\u0131r. Ayr\u0131ca g\u00fcnl\u00fck hayat\u0131n getirdi\u011fi tela\u015f ve unutkanl\u0131kla her g\u00fcn binlerce insan iade i\u015flemini ger\u00e7ekle\u015ftirmeyi atlarken, bu da \u0130ZBAN i\u015fletmesi i\u00e7in her g\u00fcn i\u00e7in on binlerce lira tutar\u0131nda haks\u0131z kazan\u00e7 yaratmaktad\u0131r.\r<br>\r<br>Uygulama ile herkesin kendi kart\u0131na sahip olmas\u0131 ve bu kartta en uzak istasyona ula\u015f\u0131m i\u00e7in yeterli bakiyesi olmas\u0131 zorunlu hale gelmi\u015ftir. Bunun sonucunda yurtta\u015flar\u0131n \u015fehir d\u0131\u015f\u0131ndan gelen misafirleri i\u00e7in ya da bakiyesi yetersiz, kart\u0131 \u00e7al\u0131\u015fmayan ba\u015fka yurtta\u015flar i\u00e7in kendi kartlar\u0131n\u0131 kulland\u0131rma se\u00e7ene\u011fi ortadan kalkm\u0131\u015ft\u0131r. \u00dcstelik \u015fehir d\u0131\u015f\u0131ndan gelenler i\u00e7in gidilecek mesafe her ne olursa olsun 10 lira tutar\u0131nda olan ve \u00fccret iadesi imk\u00e2n\u0131 bulunmayan 3 kont\u00f6rl\u00fc bilet kullanma zorunlulu\u011fu do\u011fmu\u015ftur. \r<br>\r<br>Hepimizin \u015fahit oldu\u011fu bi\u00e7imde, kart\u0131nda ancak gidece\u011fi mesafe kadar bakiye bulundurabilen \u00f6\u011frenciler ve dar gelirli yurtta\u015flar yeni uygulamaya ba\u011fl\u0131 olarak sorunlar ya\u015famakta, s\u0131kl\u0131kla istasyonlarda bakiye yetersizli\u011finden kaynaklanan ma\u011fduriyetlerle kar\u015f\u0131la\u015f\u0131lmaktad\u0131r. \r<br>\r<br>T\u00fcm bunlar\u0131n yan\u0131nda art\u0131 para uygulamas\u0131, uygulaman\u0131n mimar\u0131 olanlar\u0131 de\u011fil, istasyonlardaki \u00f6zel g\u00fcvenlik g\u00f6revlilerini yurtta\u015flarla kar\u015f\u0131 kar\u015f\u0131ya b\u0131rakmaktad\u0131r. Sorunun yarat\u0131lmas\u0131nda hi\u00e7bir dahli olmayan \u0130ZBAN emek\u00e7ileri de bu anlamda uygulaman\u0131n ma\u011fdurlar\u0131 aras\u0131ndad\u0131r. \r<br>\r<br>Bilindi\u011fi \u00fczere, TCDD ve \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi\u2019nin y\u00fczde 50 ortak oldu\u011fu \u0130ZBAN\u2019da demiryolu hatlar\u0131n\u0131n tesisi TCDD taraf\u0131ndan, istasyon ve bak\u0131m at\u00f6lyesi gibi yap\u0131lar\u0131n tesisi \u0130BB taraf\u0131ndan ger\u00e7ekle\u015ftirilmektedir. Bu \u015fekliyle olu\u015fturulan ula\u015f\u0131m sistemi \u0130ZBAN \u015firketi taraf\u0131ndan i\u015fletilmektedir. Ayr\u0131ca, \u0130BB taraf\u0131ndan da her y\u0131l TCDD\u2019ye d\u00f6vize endeksli y\u00fcksek demiryolu hatt\u0131 kullan\u0131m kira bedeli \u00f6denmektedir. \u0130zmirlilerin yarar\u0131na bu kira bedelinin d\u00fc\u015f\u00fcr\u00fclmesi gerekmektedir. Bu y\u00fcksek maliyetlerin \u0130zmir halk\u0131n\u0131n cebinden \u201cgitti\u011fin kadar \u00f6de\u201d anlay\u0131\u015f\u0131 ile kar\u015f\u0131lanmaya \u00e7al\u0131\u015f\u0131lmas\u0131 kamu yarar\u0131na de\u011fildir.\r<br>\r<br>\u00d6zetle, \u0130ZBAN\u2019da hayata ge\u00e7irilen art\u0131 para uygulamas\u0131, halk\u00e7\u0131, kamucu belediyecili\u011fe ayk\u0131r\u0131 olmas\u0131n\u0131n yan\u0131 s\u0131ra, halihaz\u0131rda aktarmalarla, kalabal\u0131k vagonlarla ula\u015f\u0131mda t\u00fcrl\u00fc zorluklar ya\u015fayan \u0130zmirliler i\u00e7in \u00e7ileye d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr.
